Liliya Surzhenko

Liliya Surzhenko is Executive Partner of IMEPOWER legal practice. She advised on structuring and financing of numerous renewable energy projects, energy market and regulatory framework, harmonization of the Ukrainian legislation with the EU Directives, and organization of public private partnerships.

She has 20+ years of legal experience in energy and infrastructure, regulation of natural monopolies, foreign investments, banking, project structuring and development. She prepared numerous legal analysis according to international standards, drafted contracts, negotiated with the state authorities and commercial entities, participated in litigations on various commercial cases, drafted laws and regulations.

Liliya participated in 40+ legal due diligence assignments related to renewable energy projects as well as in review of legal and institutional framework for operations of several district heating companies for the EBRD and the World Bank. Prior to joining IMEPOWER, Liliya was in-house regulatory council at AES Ukraine advising on market and regulatory aspects of operations of power distribution companies.

  • Provision of legal and regulatory assistance to the European investor developing several wind farm projects in the South of Ukraine
  • Advising on implementation of Acquis Communautaire within the framework of fulfillment of commitments during process of Ukraine’s joining the Energy Community Treaty
  • Advising the World Bank on assessment of financial standing and financial cost recovery tariffs for the power sector of Ukraine and major companies
  • Assistance to the NEURC and the Ministry of Fuel and Energy in the area of energy market reform and development of respective regulatory framework
  • Performing legal due diligence of 100 MW wind project in the Crimea for US investor
