Strengthening Flexibility in Ukraine’s Power System: Role of the 2024–2025 Government Tender

In December 2025, LibMod (Zentrum Liberale Moderne) published a policy paper authored by Olga Gruzhynska, Yevheniia Zahumenova-Krupovych, and Igor Piddubnyi. The paper analyses Ukraine’s first government tender for the construction of new flexible generation capacity with long-term state support, conducted in 2024–2025. The authors examine the regulatory environment of the tender, its implementation process, and the selection results — totalling 316 MW of approved projects — as well as key systemic barriers to investment, including the debt crisis on the balancing market and the absence of war risk insurance mechanisms.
