In December 2025, LibMod (Zentrum Liberale Moderne) published a policy paper. The paper examines the special auctions for ancillary services conducted by Ukrenergo in 2024–2025 — a new mechanism designed to attract private investment in flexible generation and battery energy storage systems under wartime conditions. The authors (including IMEPOWER experts) analyse the regulatory framework, the outcomes of the first auction rounds, and the level of price competition achieved, and formulate recommendations for institutionalising the mechanism and improving the investment attractiveness of Ukraine’s ancillary services market.
