Description: legal and regulatory advice to the ad hoc Working Group of the Parliament Fuel and Energy Sector Committee on preparation of the Draft Law introducing new electricity market model (bilateral contracts and balancing market) No. 4493 for the first and second reading
Tasks/activities performed:

  • analysis and review of 1,200+ proposals received to the Draft Law from the Members of the Parliament, market members, experts, including assessment of the proposals on compliance with the Third EU Energy Package
  • identification of problem areas, inconsistencies with effective legislation that may affect implementation of the Law
  • drafting of new wording of various clauses and provisions to address those problem areas and inconsistencies
  • discussing of prepared proposals at the Working Group meetings, Parliament Committee meetings, meetings with the Energy Community Secretariat
  • drafting of final wording of the Draft Law together with proposed amendments to other laws that need to be approved
  • legal analysis and responses on the enquiries from MPs with regard to the Draft Law provisions.
