Description: review of the market and regulatory framework for wind power plant operations, description of the process for WPP development and construction, review of current project pipeline
Tasks/activities performed:

  • analysis of existing legal and regulatory framework related to development, construction and operation of RES generation plants (with focus on green tariff and electricity off-take arrangements as well as taxation and foreign investment regime)
  • preparation of financial model for wind farm construction in Ukraine
  • identification of key risks at each project stage and development of recommendations on their mitigation
  • review of the status of ongoing and planned investment projects on WPP construction
  • detailed description of the stages and preconditions for construction of wind power plants (feasibility study, EIA, design, grid connection, construction, commissioning, etc.)
  • review of permitting and licensing procedures, identification of key documents that have to be received from the state and local authorities (land allotment, environmental issues, grid connection, sale of electricity)
  • review of typical procurement rules and procedures applied in the course of the project development in compliance with the Ukrainian law as well as requirements of major international lenders (EBRD, World Bank).
