Description: support to the Government of Ukraine in market assessment of small hydropower segment and in developing a policy and regulatory framework for scaling up public and private investment in small hydro projects
Tasks/activities performed:
- review of recent studies on small hydro development in Ukraine
- review of Ukraine’s policy and regulatory framework for supporting small hydro development and identification of apparent weaknesses and possible improvements
- brief inventory of existing hydrological/hydrometric measurements and other relevant data at the available hydrological stations, assessment of the data quality and completeness, identification of data gaps and making recommendations for achieving the data completeness and accuracy necessary to support decisions on small hydro development
- screening of a long list of potential project sites and select a smaller sample of the most promising sites
- preparation of LCOE model and DCF model for the selected samples of the sites, compare LCOE with those for solar PV and wind power generation in Ukraine, financial analysis from a private sector perspective
- recommendations for scaling up investments in small hydro rehabilitation/construction, including ways (policies, regulations, incentives) to close the financial viability gaps with due consideration of applicable environmental and social safeguards.
